Cheesy Stuffed Bell Peppers

These Cheesy Stuffed Bell Peppers are hearty, flavorful, and incredibly comforting. Sweet bell peppers are filled with a savory mixture of seasoned ground beef, rice, onions, garlic, tomatoes, and plenty of melted cheese, then baked until the peppers are tender and the cheese is golden and bubbly.

Serves: 6
Prep time: 25 minutes
Cook time: 40–50 minutes
Total time: About 1 hour 15 minutes

Ingredients

For the Bell Peppers

  • 6 large bell peppers
  • 2 tablespoons olive oil
  • ½ teaspoon salt
  • ¼ teaspoon black pepper

You can use green, red, yellow, or orange bell peppers. A mixture of colors makes the dish especially attractive.

For the Filling

  • 500 g ground beef
  • 1 tablespoon olive oil
  • 1 medium onion, finely diced
  • 4 cloves garlic, minced
  • 1 cup cooked white or brown rice
  • 1 cup crushed tomatoes or tomato sauce
  • 2 tablespoons tomato paste
  • 1 teaspoon paprika
  • 1 teaspoon Italian seasoning
  • ½ teaspoon chili powder
  • ½ teaspoon ground cumin
  • ½ teaspoon black pepper
  • ½–1 teaspoon salt, to taste
  • ½ cup beef or chicken broth
  • 1 tablespoon Worcestershire sauce, optional
  • 1 cup shredded mozzarella cheese
  • ½ cup shredded cheddar cheese
  • 2 tablespoons fresh parsley, chopped

For the Topping

  • 1 cup shredded mozzarella
  • ½ cup shredded cheddar
  • 2 tablespoons Parmesan cheese, optional
  • Fresh parsley, for garnish
  • A pinch of paprika, optional

1. Prepare the Bell Peppers

Preheat your oven to 190°C / 375°F.

Wash the bell peppers thoroughly and dry them.

Cut off the tops of the peppers, keeping the tops if you’d like to use them as decorative lids.

Remove the seeds and white membranes from inside.

Try not to make holes in the bottom or sides of the peppers because you want them to hold the filling and juices during baking.

Arrange the peppers upright in a baking dish.

If they don’t stand properly, you can carefully trim a tiny amount from the bottom to create a flat surface. Be careful not to cut all the way through the pepper.

Drizzle the peppers lightly with olive oil.

Sprinkle the inside with a little salt and black pepper.

Set aside.

2. Prepare the Rice

If you don’t already have cooked rice, prepare it according to the package instructions.

You need approximately 1 cup cooked rice for this recipe.

White rice works beautifully, but you can also use:

  • Brown rice
  • Basmati rice
  • Jasmine rice
  • Long-grain rice
  • Quinoa

Allow the rice to cool slightly before adding it to the filling.

Using cooked rice also prevents the peppers from becoming overly watery during baking.

3. Brown the Ground Beef

Heat a large skillet over medium-high heat.

Add 1 tablespoon olive oil.

Add the ground beef.

Break it apart with a wooden spoon or spatula as it cooks.

Cook for approximately 6–8 minutes, stirring occasionally, until the beef is thoroughly browned.

If there is a large amount of excess fat in the pan, carefully drain some of it.

Leave a small amount behind because it adds flavor to the filling.

4. Add the Onion

Add the diced onion to the browned beef.

Cook for approximately 3–4 minutes, stirring occasionally, until the onion becomes soft and translucent.

Add the minced garlic.

Cook for another 30–60 seconds.

Don’t let the garlic burn because it can become bitter.

5. Season the Filling

Add:

  • Paprika
  • Italian seasoning
  • Chili powder
  • Cumin
  • Black pepper
  • Salt

Stir thoroughly so the spices coat the beef and onions.

Cook for about 30 seconds to allow the spices to become fragrant.

For a slightly smoky flavor, you can replace regular paprika with smoked paprika.

6. Add the Tomato Ingredients

Stir in the tomato paste.

Cook for about 1 minute.

This helps caramelize the tomato paste and gives the filling a deeper flavor.

Add the crushed tomatoes or tomato sauce.

Pour in the broth.

Add Worcestershire sauce if using.

Stir everything together.

Reduce the heat to medium-low and simmer for approximately 5–7 minutes.

The mixture should become thick and flavorful rather than watery.

If it looks too liquid, continue simmering for another couple of minutes.

7. Add the Rice

Add the cooked rice to the beef mixture.

Stir gently until the rice is evenly distributed.

Taste the filling.

Add additional salt, black pepper, paprika, or chili powder if necessary.

At this point, the filling should taste slightly more seasoned than you might normally prefer because the bell peppers and cheese will mellow the flavor during baking.

Turn off the heat.

8. Add Cheese to the Filling

Add:

  • 1 cup shredded mozzarella
  • ½ cup shredded cheddar

Add the chopped parsley.

Stir until everything is evenly combined.

The residual heat from the filling will begin melting the cheese, creating a rich and cohesive filling.

For an even cheesier center, you can add another ½ cup of cheese.

9. Stuff the Peppers

Carefully spoon the filling into each bell pepper.

Fill them generously, pressing the mixture down gently with the back of a spoon.

Leave a small amount of space at the top because the filling will expand slightly as it cooks.

Arrange the stuffed peppers upright in the baking dish.

If you’re using the pepper tops, place them back on top.

10. Add Some Liquid to the Baking Dish

Pour approximately ½ cup water or broth into the bottom of the baking dish.

Don’t pour it directly over the stuffed peppers.

This creates gentle steam inside the oven and helps the peppers become tender without drying out.

For additional tomato flavor, you can instead mix:

  • ½ cup tomato sauce
  • ¼ cup water

and pour that mixture into the bottom of the dish.

11. Cover and Bake

Cover the baking dish tightly with aluminum foil.

Place it in the preheated 190°C / 375°F oven.

Bake for approximately 25–30 minutes.

The covered cooking period allows the peppers to soften while keeping the filling moist.

12. Add the Cheese Topping

Carefully remove the foil.

Sprinkle the tops generously with:

  • 1 cup mozzarella
  • ½ cup cheddar
  • Parmesan, if desired

Return the uncovered peppers to the oven.

Bake for another 10–15 minutes.

The cheese should melt completely and become golden and bubbly.

For an extra-golden top, switch the oven to broil/grill for 1–2 minutes at the end.

Watch carefully because cheese can burn very quickly under the broiler.

13. Rest Before Serving

Remove the peppers from the oven.

Allow them to rest for approximately 5–10 minutes before serving.

This gives the filling time to settle and makes the peppers easier to serve.

Sprinkle generously with fresh parsley.

You can also add a small pinch of paprika for color.

Serving Suggestions

Serve each stuffed pepper on its own or alongside a simple side dish.

Great options include:

  • Garlic bread
  • Green salad
  • Roasted potatoes
  • Steamed broccoli
  • Sautéed green beans
  • Corn on the cob
  • Coleslaw
  • Garlic butter vegetables

For a particularly comforting meal, serve the peppers with a spoonful of sour cream or Greek yogurt on top.

Optional Creamy Cheese Topping

For an extra-rich version, mix:

  • ½ cup sour cream
  • ¼ cup cream cheese
  • ¼ cup shredded cheddar
  • 1 tablespoon milk
  • Pinch of garlic powder
  • Pinch of black pepper

Spread a small amount over the stuffed peppers before adding the final layer of shredded cheese.

This creates an incredibly creamy center and a richer topping.

Vegetarian Version

You can easily make these peppers without meat.

Replace the ground beef with:

  • 1½ cups cooked black beans
  • 1 cup cooked corn
  • 1 cup cooked rice
  • 1 cup diced mushrooms

You can also add chopped zucchini or spinach.

Season the filling with the same spices and tomato ingredients.

The combination of beans, vegetables, rice, and cheese makes a filling vegetarian meal.

Chicken Stuffed Peppers

For a chicken version, replace the ground beef with 500 g cooked shredded chicken.

Sauté the onion and garlic first, then add the chicken, tomato sauce, spices, rice, and cheese.

For a Mexican-inspired version, add:

  • ½ teaspoon cumin
  • ½ teaspoon chili powder
  • ½ cup corn
  • ½ cup black beans
  • Monterey Jack or cheddar cheese

Extra Cheesy Version

If you really love cheese, create three layers:

Layer 1: Beef and rice filling
Layer 2: A handful of mozzarella
Layer 3: More filling followed by a generous layer of mozzarella and cheddar

The result is a stretchy, cheesy center with a golden cheese crust on top.

You can also add small cubes of mozzarella inside the filling for pockets of melted cheese.

Tips for Perfect Stuffed Peppers

Choose the right peppers

Look for peppers that are large, firm, and relatively straight so they can stand upright in the baking dish.

Don’t overcook the filling

The filling will continue cooking in the oven, so there’s no need to cook it excessively in the skillet.

Don’t make the filling watery

A thick filling is best. Excess liquid can make the peppers soggy.

Cover first, uncover later

The covered baking stage softens the peppers. The uncovered stage melts and browns the cheese.

Use freshly shredded cheese

Freshly shredded mozzarella and cheddar generally melt more smoothly than pre-shredded cheese.

Season every component

The peppers, filling, and cheese should all contribute flavor. Don’t rely on the cheese alone for seasoning.

Storage

Allow leftovers to cool before placing them in an airtight container.

Refrigerate for approximately 3–4 days.

To reheat, place a pepper in a baking dish and cover loosely with foil.

Bake at 175°C / 350°F until heated through.

You can also microwave individual portions, although the cheese topping will generally be better when reheated in the oven.

Freezing Instructions

Stuffed peppers can be frozen.

For best results, prepare the peppers and filling but consider adding the final cheese topping after thawing.

Place the cooled stuffed peppers in a freezer-safe container.

Freeze for up to approximately 3 months.

Thaw overnight in the refrigerator.

Add fresh cheese on top and bake at 175–190°C / 350–375°F until heated through and bubbling.
